Step 1 : Login to portal.bsnl.in
Step 2: Click “Prepaid Mobile”
Step 3: Type in the phone number you want to know the balance and select an amount, say 55 and click submit
Step 4: In the next screen you will see the balance of the number you have typed.
This trick was working with all the numbers i have tried.
